Emblem of Lem/Spent First Emblem of Lem

So, in my quest to work my way up the Better Learning skill tree, it turns out I need a Spent First Emblem of Lem to get BLIII. Unfortunately, I have no clue how to get this. Is it an achievement? Do I need to toss a bunch of stuff into a shrine to Lem?
